So what is needed?adequate assement.... like this one? but now there is oceans with plenty of water to take from..
http://www.lhwp.org.ls/overview/overview.htm

So a complex of watertower, pipelines, solarpanels, windpower unitspumps, desalination of seawater, entertainment centre, fish restaurant from the deepsee fishfarm, on top with garden and a bicycle  carshare parking. Its just engineering... add email.

Income streams are several.
1.Waterbilling with netbanking, water delivered by pipeline, collection point as well,
2.Large screen outdoor moviecenter with foodchain,
3.Car and bicycle parking

So some land is needed and thats not necessary with seafront approach...always.

Just engineering, use http://translate.google.com

The water tower of Örebro building began in 1955th  After almost three years, opened it and became one of Sweden's most famous buildings. It cost 3.7 million SEK to build the 58 meter high water tower, which was a lot of money back then. The architect was called Sune Lindström and worked in Stockholm for a company called AB Hydraulic Engineering Office. When the fungus was started with his hat down on the ground and hoisted it, as the foot was built higher and higher into the sky.
